Kansas Governor Laura Kelly signed House Bill 2545 (HB 2545) into law on April 15, 2024, introducing key changes to the state’s self-storage regulations. The bill aims to streamline the disposal process for abandoned property and modernize the way rental agreements are delivered and signed. The new law takes effect on July 1, 2024, according to an April 29 newsletter from the national Self Storage Association (SSA).

Disposal of Abandoned Property
Establishes a clear process for disposing of property left behind when a tenant vacates a storage unit. The law specifically applies to situations where the rental agreement was terminated or not renewed for reasons other than non-payment.
Electronic Delivery and Signing of Agreements
Self-storage operators can now send and receive rental agreements electronically, improving efficiency and reducing paperwork. Tenants can review, sign, and submit agreements online, making the leasing process faster and more convenient.
Effective Date and Compliance
The changes outlined in HB 2545 will officially take effect on July 1, 2024.
