New Self-Storage Regulations in Missouri and Pennsylvania: What Operators Need to Know
Governors in Missouri and Pennsylvania have enacted new laws that modify self-storage regulations. Missouri’s legislation focuses on enhancing tenant insurance coverage, while Pennsylvania’s law addresses lien sale advertising requirements. These updates, effective in late August 2025, aim to improve operational efficiency and protect the interests of both tenants and storage facility operators.

Key Points

Missouri’s Tenant Insurance Increase: Governor Mike Parsons signed a bill increasing the maximum tenant insurance coverage from $5,000 to $15,000, effective August 28, 2025.
Pennsylvania’s Lien Sale Advertising Update: Governor Josh Shapiro approved House Bill 1818 (HB 1818), updating advertising rules for lien sales. Facility operators can now advertise once in a print newspaper and once online. If the newspaper fails to publish the ad on time, the online post determines the sale date. This update takes effect August 27, 2025.
Improved Flexibility for Operators: These legislative changes provide self-storage operators with greater flexibility in managing tenant insurance and lien sale advertising, streamlining processes while ensuring compliance.
